Legal issues regarding the establishment of an offshore data collection system—A practice from China

In the context of building an, 'intelligent ocean', installation of an offshore data collection system is critical to achieving the target of maritime power. China, however, does not have a clear legal definition and provisions for offshore installation data collection systems. It also lacks an effective installation of an offshore data collection system covering the whole country. The existing data collection systems in various regions encounter issues such as unclear conception, multi-headed management, and incomplete information. This paper commences with a conceptual analysis of the offshore installation data collection system and clarifies the legal issues in the establishment, registration, operation, and disposal of an offshore installation data collection system and proposes solutions.
