In this paper, the differences in reflection coefficient performance when different liquids are used to design liquid ground have been discussed. According to theoretical analysis and simulation results, water may be a better choice for designing transparent liquid ground. On this basis, a new type of fully transparent frequency and polarization reconfigurable liquid antenna is proposed. The entire antenna, except for the feeding structure, has high transparency performance, making it have better optical stealth performance and more application scenarios. According to the experimental results, the proposed antenna can achieve frequency reconfigurable function between 2.1 GHz and 2.65 GHz. Flexibly switching in line polarization, left-handed circular polarization, and right-handed circular polarization states, with a 3-dB AR bandwidth covering 2.37-2.54 GHz (7.2%). The peak gain is 5.0 dBi.
