A broadband metasurface with phase and amplitude modulation is proposed in this paper. The unit comprises four distinct quarter-round patches and four variable resistors that effectively reflect and absorb electromagnetic waves through the manipulation of resistor values. Amplitude and phase control are achieved by adjusting the resistance values of these variable resistors. When utilized as an absorber, the absorption rate exceeds 90%. As a 1-bit phase manipulation element, it achieves a 180° phase response within the ultra-wideband operating range of 14.3-28.7 GHz. A full-wave simulation of a reflectarray with 30×30 elements is performed to confirm beam control performance under different operating polarizations. The proposed element offers a multitude of functions, making it suitable for various situations.
