China’s rural revitalization strategy has created higher requirements for equalizing public services in towns and villages. In this regard, big data has been used to evaluate the accessibility of public service facilities in villages and towns (PSFVTs) to improve the spatial fairness of public services. Taking Suining County, Xuzhou, China, as an example, this study used point-of-interest (POI) data and accessibility analysis to establish a framework to evaluate the accessibility of different types of services and travel modes. The results revealed significant differences in the accessibility of PSFVTs. Specifically, the accessibility of the county center and each town center decreased for surrounding villages and towns located at the boundary areas. Among the three modes of travel, walking accessibility was found to be low, and riding could basically meet the travel needs of villages and towns. Driving exacerbated inequalities in rural residents’ access to external services. Based on the results, Suining County needs to add walkable facilities for the elderly and children to improve the servicing capacity of regional facilities. This study can provide a reference for allocating public service resources and service equalization in villages and towns.
