Donald J Trump, the 45th President of the USA, presided over an era that now seems strangely distant. It is hard to recall his chaos, his lies, his improprieties. It is even harder to imagine that the American people are seriously considering him for a second term. But what is more surprising still is the collective failure of the US Government, and the lack of insistent demand by American citizens, to learn the lessons of the Trump Presidency—and the management of the COVID-19 pandemic in particular.
