In order to improve the accuracy and efficiency of the emergency decision-making technology based on case-based reasoning, this paper designs a framework case decision-making reasoning method that integrates multiple information. The improved framework case representation and optimized case retrieval process have improved the comprehensiveness, presentation and maintainability of traditional case reasoning techniques, and the introduction of structural similarity on the basis of the traditional retrieval process, reduces the impact of missing information on retrieval results and enhances the accuracy of retrieval. This method is applied to the auxiliary decision-making of submarine damage management, and the auxiliary decision-making model suitable for submarine flooding emergency is constructed. Finally, an example is used to prove the feasibility and practicability of the method proposed in this paper, which has practical significance in improving the submarine's vitality and protecting the life safety of the crew.
