The “Planning Outline of National Comprehensive Three-dimensional Transport Network” is a further refinement of the “Transportation Power Construction Outline” and is the top-level planning for the construction and development of China’s comprehensive transportation infrastructure. The planning outline puts forward construction plans and development tasks from the aspects of comprehensive three-dimensional transportation layout, overall planning, and integration, high quality, etc., and puts forward new requirements for the layout and high-quality development of China’s waterway transport logistics facilities, which is important guidance and basis for China’s future waterway transport planning, construction, and development. Considering the situation and needs to be faced by the future development of the water transport industry, around the text frame of the “Planning Outline”, this paper specifies the path to building comprehensive, integrated, and intelligent low-carbon waterway transportation system: first, to promote the integrated development of waterway transportation, promote the integrated integration of waterway transportation with national regional development strategies, other modes of transportation and processing manufacturing industries, as well as promote the integrated integration of ports and modern service industries; second, to accelerate the intelligent and low-carbon high-quality development of waterway transportation, speed up the intelligent upgrading of waterway transportation, develop green waterway transportation, promote the reduction of carbon in the waterway transportation industry, safe waterway transportation development and improve the international waterway transportation governance capacity, and actively contribute to China’s wisdom and solutions.
