The number and scale of highway tunnels in Xinjiang are growing day by day, but the newly built emergency resources are far below the national average. Once a traffic accident occurs in multiple highway tunnels, the resources provided by the emergency resource points may not be able to meet the emergency resource needs of all accident points at the same time, resulting in further loss of life and property. Through the research on the priority of traffic accident rescue in multiple highway tunnels, a multi-objective planning model for emergency resource scheduling of highway tunnels is established, which aims at the shortest delay time of resource scheduling and the highest satisfaction of emergency resources. The priority coefficient is introduced into the mathematical model, and the optimal solution of the mathematical model is found using LINGO software, so as to obtain the optimal emergency resource scheduling scheme. The results show that the model can solve the emergency resource scheduling problem. It does not provide reference for emergency decision makers.
