Based on the maximum demand control on the user side, a two-tier optimal configuration model for user-side energy storage is proposed that considers the synergy of load response resources and energy storage. The outer layer aims to maximize the economic benefits during the entire life cycle of the energy storage, and optimize the energy storage configuration capacity, power, and load peak shaving rate of the user-side transformer bus. The inner layer aims at daily income, and optimizes the daily charge and discharge strategy of typical intraday energy storage, the load transfer strategy of large users, and the strategy of small user electricity price formulation under the constraint of satisfying certain satisfaction of small users. The calculation examples prove that the method proposed in this paper can make full use of load resources while controlling the demand of large users, reduce the size of energy storage configuration capacity, reduce user investment costs and improve investment benefits.
