Industrial decarbonization is a global challenge requiring collective efforts, with the chemical industry, as a significant emitter, bearing substantial responsibility. The introduction of the eco-industrial park concept aims to link factories within the park, integrating operations at different levels to achieve overall optimization and provide solutions for carbon reduction in the industry. This study first explores the direction of decarbonization of the chemical industry and recommends the development of a standardized management framework for eco-industrial parks. To address these research gaps, a transferable cross-scale eco-industrial park framework is proposed. This framework optimizes the coordination of internal and external production conditions through scheduling within the park and provides a targeted evaluation system. The introduction of surrogate models aims to enhance flexibility and transferability of the framework. Overall, the framework offers a modeling approach adaptable to the multiscale characteristics of the chemical industry, which aim to optimize carbon reduction and provide production scheduling strategies.
