This review paper offers a thorough exploration of Individualized Education Programs (IEPs) in support of students with disabilities. While IEPs have positively impacted countless students through tailored educational provisions, our investigation uncovers multifaceted complexities in their implementation that warrant critical attention. From an in-depth understanding of IEPs, their origin, key elements, purpose, and stakeholder roles, we delve into the significance of parental involvement in the IEP process and its influence on a child's academic success, alongside the barriers parents face due to a lack of knowledge about IEPs. An alarming intersection of race, disability, and IEPs is brought to light, revealing systemic issues like the school-to-prison pipeline, high suspension rates for Black students with disabilities, and the under-identification of Black and Hispanic students in special education services. Landmark court cases involving IEPs are examined, highlighting the program's theoretical advantages against its real-world limitations and the frequent unfavorable rulings for students with disabilities. Despite high satisfaction levels among certain demographics, this review underscores the necessity for continued scrutiny of IEPs, comprehensive reforms, and ongoing improvements to achieve a truly inclusive and equitable education system.
